Executive Summary
On 14 July 2026, President Emmanuel Macron presided over his last Bastille Day military parade before leaving office in 2027. Analysis
The United States was absent amid tense relations with Europe and NATO allies. While Donald Trump was not present, the display of European solidarity at this year’s parade follows the NATO 2026 Summit where the President renewed his call for the US to acquire Greenland and stated that the US could withdraw troops from Europe if NATO allies did not increase their defence spending commitments. The parade therefore signalled France’s preferred message to Washington: Europe is preparing for a less dependable US security role.
The scale of this year’s parade also allowed Macron to present France as central to Europe’s wider rearmament. It followed his 2017 commitment to double France’s defence budget over a decade, and his more recent call for defence spending to rise to 3-3.5% of its GDP. Macron reinforced this in his 13 July speech to the armed forces, warning that France may have to defend freedom “at the cost of blood if necessary”.
Furthermore, following the Coalition of the Willing’s Summit on July 13, members released a joint statement reiterating their intent to support establishing Russian and Ukrainian peace negotiations and increasing assistance to Ukraine in the meantime. This, coupled with the symbolism displayed at the parade by having a visible Ukrainian military participation and President Zelensky’s attendance reinforced the message that France and Europe remain committed to Ukraine’s defence and to future security guarantees.
Lastly, by having EU and NATO leaders as guests, Macron sought to position France as a leading force in Europe’s Strategic Awakening, both militarily and diplomatically. This follows French efforts to expand nuclear-deterrence cooperation with European defence partners, and repeatedly convene talks on support for Ukraine since Russia’s 2022 invasion.
Policy Implications
- Policymakers should expect increased European defence cooperation as states seek to reduce their dependence on the US, as seen with the Coalition of the Willing. French armed forces Chief Fabien Mandon described the US in March 2026 as an ally “becoming increasingly unpredictable”.
- Similarly, Ukraine and the Coalition’s presence for both the parade and the Summit signal increased French and European support for Ukraine’s defence, especially in the event of a ceasefire.
- Finally, with Macron stepping down in 2027 and NATO-sceptic, Eurosceptic far-right candidates performing strongly in current opinion polls for upcoming presidential elections, France’s current vision of European defence could become more politically contested after 2027.
